In 2007, a young boy named Deamonte Driver died due to inadequate access to dental care. Spurred by this tragedy, in 2009 the DAC substantially increased dental provider reimbursement rates in an attempt to improve access to dental care for low-income children. This rate increase has incentivized a greater number of dentists to provide care to the pediatric Medicaid population, and has resulted in as much as a 700% increase in medicaid pediatric dental surgery.

And now, hospital anesthesia departments are forced to divert resources from all departments, including obstetrics and emergency coverage to handle this undercompensated Medicaid case volume. This anesthesia coverage crisis has resulted in safety and access concerns for all patients, not just those covered by medicaid.
